A Litigant-in-Person (LiP) is a core participant in the Undercover Policing Inquiry who has chosen to represent themselves.
This gives them the ability to personally make opening and closing statements and to participate directly in some of the discussions around legal points in the Non-State Core Participants’ Coordinating Group of Recognised Legal Representatives.
Currently, there are five such individuals: Dave Morris, Helen Steel and Donal O’Driscoll (originally with Hickman & Rose), who were joined in August 2024 by Kate Wilson (previously with Birnbeg Peirce) and Ben Leamy (previously with Hodge Jones & Allen).
All are non-state core participants, though Dave Morris and Helen Steel are also partially represented for their interests in London Greenpeace by Mike Schwarz of Hodge Jones & Allen.
Helen Steel is also represented in part by Birnberg Peirce in light of her designation in Category H (individuals deceived into relationships with undercovers).
Among police officers, EN34 'Lynn Watson' and HN82 'Nicholas Green' are listed by the Inquiry (September 2024) as having core participant status, but as being unrepresented by any legal firms, so probably should be categorised as Litigants-in-Person. HN5 John Dines 'John Barker' has also withdrawn as a core participant and apparently self-represents in relation to the Inquiry.
