Overview

Similar to a submission, this is a document produced by the Counsel to the Inquiry (abbreviated in documents as CTI) which sets out the Undercover Policing Inquiry’s position on an issue, usually in relation to a procedural hearing. 

As with submissions, they are intended to help the Inquiry Chair understand the points being raised and the legal framework. They can also be used to respond to points raised in the submissions of core participants, or clarify misunderstandings. 

Earler in the Inquiry, Counsel to the Inquiry also provided, separately, Explanatory Notes which were overviews of progress of anonymity applications.
