Overview

In the Undercover Policing Inquiry, this is an indication from the Inquiry Chair as to their thinking on an issue and what decision they are inclined to make. It is not a final decision, but used to inform the various parties as to how to prepare their arguments. 

It can cover any issue, but most often appears in anonymity applications for undercover officers and their managers. Sometimes, rulings can refer back to the position set out in them.
