Though not core participants in the Undercover Policing Inquiry, the media have a vested interest in its workings, particularly the openness of its hearings. As a result they have occasionally made submissions to this effect on the restriction orders and conduct of hearings.
The Guardian newspaper has also made its own submissions as it has a particular vested interest in some of the proceedings, given the pivotal reporting by Rob Evans and Paul Lewis of stories that helped lead to the founding of the Inquiry. A key aspect of this was their work with whistle-blowing Special Demonstration Squad undercover Peter Francis (a.k.a. ‘Peter Black’) and their acquiring the Lambert Report, which led to discussions during the 10th procedural hearing.
